Johannesburg G20 summit: advancing amidst anxiety

The G20 Summit in Johannesburg ended on a widely-shared sense of satisfaction and achievement, with the Global South’s perspective well-articulated, but divergent from some in the Global North. Now the G20's challenge is to restore its unity and credibility by working toward reconciliation with its next president, the U.S. Can India enhance its credibility and influence as a North-South bridge-builder?

A G20 summit with African characteristics

The G20 Summit in Johannesburg in November will close four years of developing countries holding the grouping’s Presidency. It has left a positive imprimateur on the G20. The next President, the U.S., will inherit a more diverse body, with equal attention being given to issues of the Global North and the Global South.

G20 ship in choppy waters: will it make it?

The G20 and South Africa - its presiding nation - will both face a difficult year. The U.S., one of the G20’s most vital members has not yet participated, notable by its absence from two important ministerial meetings. The U.S.’ changed foreign policy stance will be a tough challenge for G20; the Global South members will have to step up and become proactive.

BRICS under Russian chairship

Russia took charge of BRICS in January 2024 at a point of inflection in geopolitics and expanding influence for the bloc. As chair, Moscow aims to bolster cooperation along the lines of the BRICS’ three pillars to shift power away from the West and explore ways to engage potential members. Though China seems onboard, for India, neither of these pursuits must proceed too aggressively.

Leveraging IBSA for the G20 Troika Presidencies

On December 1, 2023, India will hand over the G20 Presidency to Brazil. The G20 troika will now comprise the three IBSA countries – India, Brazil, South Africa – till November 2025. This trio has an agenda in common and with the G20, such as multilateral reform, energy transitions and digitalisation. IBSA should use its mechanisms and natural solidarity to advance the interests of the Global South.

India has an interest in several of these: its own national election and those in its immediate neighbourhood; in the G20, of which India is still part of the troika; and in BRICS-plus, where a new global game is afoot.

The Geopolitics of G20

Assessing outcomes of the G20 summit

The New Delhi Leaders' Declaration breaks new ground key areas like climate finance, digital public infrastructure, trade, and multilateral reform. While the declaration is backed by unanimous consensus and outlines ambitious and wide-ranging goals, the actual extent of its implementation can only be assessed in the medium term.
